ICT and THE RURAL AGRICULTURAL DEVELOPMENT AUTHORITY
The introduction of Information & Communication Technology (ICT) into RADA commenced about 1998 through the Computerization programme.
The goal of the Computerization programme, is to boost the efficiency and effectiveness of RADA’s internal organizational units, their related functions; enhance the organizations resource to information base transformation and improve the delivery of extension services through technology.
ICT presence in the Authority’s current and future operations is regarded as the enabler to the way forward to developing modern agricultural extension support services and education. Below is a list of some of the major successes of the programme to date:
1. Outfitting RADA with ICTs
The Computerization programme takes credit for the introduction and the extensive use of ICTs in Extension Services such as:
- Computer network operations and communication infrastructure island-wide
- Equipping Extension Officers with Tablet, Notebook/Laptop computers, Multimedia projectors and digital cameras.
2. Provision of systems to improve Accountability and governance
Under the computerization programme the following applications and systems have been implemented to manage, operate and report on the activities of the Authority
- Accounting and Payroll systems
- HR Management Information System
- Extension Activity Services Management System
3. Internet/web presence
RADA currently operates four (4) websites, two (2) of which emanated from the computerization program; the Authority’s corporate website, www.rada.gov.jm and ABIS website. These websites are agricultural resource information sharing to an electronic audience.
4. Agricultural Business Information System is a web-based Agricultural Resource Planning system. It provides for management of critical information datasets required for the business of agriculture. The system provides and supports the following services/systems:
- National Farmers’ register;
- Praedial Larceny Prevention Receipt Book;
- Crop Production Estimate
